Section 8 Rental Assistance

The Housing Choice Voucher Program, commonly referred to as Section 8, will help you pay your rent if you are an income eligible family or individual. Eligible families and individuals select their own rental units. Units must meet HUD defined Housing Quality Standards and landlords must be willing to participate in the program. Tenants receive rental assistance based on income and household size. Eligible families or individuals
pay 30% to 40% of their gross annual income towards the gross rent.
South Central MN Multi-County HRA pays the balance of the rent. The South Central MN Multi-County HRA offers Section 8 Rental Assistance in Martin, Nicollet, Sibley, Waseca, and Watonwan counties.

Rental Assistance Program

Rental Assistance Program (RAP) is a state-funded rental subsidy program. Eligibility is income-based and limited to a maximum of $250 per month subsidy per household. RAP is administered in Martin, Nicollet, Sibley, Watonwan, Waseca and Blue Earth Counties. It is a temporary subsidy, intended to assist families until a Section 8 voucher is available. All units must meet Housing Quality Standards. Referrals are made to the HRA office by a qualified service provider who will screen eligible applicants. A home is a financial asset as well as a place to live and raise children. It is a plan for the future and an investment in your community. Family Self-Sufficiency Program

Family Self-Sufficiency is a work-incentive program. In order to participate in FSS, you must be receiving Section 8 Rental Assistance with the South Central MN Multi-County HRA. The FSS Program Coordinator will work with you to set up a five-year plan that includes employment, education, and training goals. Every 6 months, these goals will be reviewed and revised to meet your needs.

How does the FSS Program benefit me?
Participation in the FSS Program provides you with a number of benefits including referral services and information and training opportunities. Most importantly, involvement in FSS allows you to establish an escrow (savings) account using no personal money.

How does the FSS Program work?
Here's how the FSS Program works. As FSS Program participants begin to work and receive "earned" income, the family portion of their Section 8 rent payment will increase. HUD will match a portion of your rent increase and deposit this amount into an interest-bearing account. The account is maintained by the FSS Program Coordinator and is paid out when the terms of the FSS Contract are fulfilled. Participants have earned over $23,000 on the FSS Program. Candidates most suitable for the program are people who are currently unemployed or under-employed who know that they will be working full time within the next 1 to 4 years.
